    These are, IMNSHO, useless for drills much smaller than 1/16" (.0625" = 1.6 mm) in soft materials such as wood or plastic. The action of operating the drive screw is so coarse compared to the finesse with which the drill must be held to prevent breakage that very few people have the muscular control to make a straight hole where required and end with an unbroken drill.

    The obvious best way to drill such small holes is with a precision drill press (e.g., Cameron, Servo) or Unimat or Sherline. Surprisingly, when hole placement accuracy is not critical (e.g. wooden ship model), I've had the best success using powered hand-held tools such as Foredom or, more recently, this great small tool by Dremel...

    For really small bits I just twist the handle and don't use the drive screw. In fact the jeweler who showed me these things had a "fixed handle" (no screw). But yes, if you have a precision drill press that works well.
