    That is the way I see it, would be more effective to stop a shoplifter from escaping than anything else

    Water flooding seals door for ingress only,rubber seal against door frame??

    Since the barrier is part of the floor when down I don't see the possibility of a rubber seal.
    I suspect the barriers are there to prevent the doors from being ripped open by the buffeting of the winds. The rapid and extreme pressure differences have been known to suck windows and doors open in houses
