It looks like they're driving that pipe. I thought swaging was a method to form the end of a tube or pipe to fit another tube or pipe?

Same here; swaging is a forming operation; inner or outer. The ram might push a bead into a seat or seal, like clay pipe was. It's how PVC is assembled for underground; a pipe jack for small jobs, backhoe bucket does a good job nudging too.
