The trick to undoing screws like that without an impact screwdriver, is to use a drift and whack it on the end before even lifting up a screwdriver. This marginally drives the screw forward releasing the tension. Did it with some brake drums only yesterday, (mind you that tells you that my workshop is a mess and I can't find the impact driver).

That is my secret weapon to prevent tampering by operators. Nowadays every one is a mechanic and they always quote somebody from youtube.
You just need to tighten the screws with the impact but without using a hammer, very easy to loosen again with the impact but difficult with a normal screwdriver. Just let your coworkers know as well.
