While it does punch, I think this classifies more a 'mechanical iron-worker', also known as a 'single end' punch. Common machines are Whitney 231, and Strippit. The punch operates by mechanical clutch and crankshaft. Pattern matches an L. H. Doty considered looking at for sale in Wisconsin, maybe 2 years ago. Do have it's little, really little brother, probably 5 ton capacity. Throat on this is heavily engineered, maybe 4x the bulk of a 30 ton machine.
Impressive, but not run correctly. Either punch too long for the available stroke, stripper is missing, possibly die is too thick, or really dull.
That bar should require no effort to pull out after the hit, not all that twisting around.
