With road crews known for keeping shovels standing upright, will this increase unemployment?

Not sure, real hard to get THAT wrong.
But likely; judging their freshly unpacked, logo-ed alike, safety gear - right down to the shoes.
Giveaway is rented pile of dirt, broken cement topping. Right, excavated with a shovel?
Typical of staged photo-ops. Pasty looking grip is embarrassing. Three bladed shovel probably symbolizes a consortium, allied for the project. I denounce them as ceremonial labor only.
Only skill implied so far, whoever fabb'ed it up.

the tri-shovel is not made backwards the highly experienced crew??? just have it turned backwards. I've seen many 2 ,3 and one 5 handled shovel used to signify a partnership or consortium for a project where the top bosses or owners all took hold of a handle to dig the first scoopful of dirt in a ceremony to kick off a project but 3 blades makes no sense at all.
Kind of like Jed Clampet's thoughts of when old man Drysdale was going to build a new bank as another way of getting Jed's money.
Jed and family used the staged pile of materials to build a building over night then granny true to form swept out the floor and said it's a hard dirt floor but it's clean.

The scene leading up to this; photographer or gopher hands them the prop, carrying it the 'right' way. They're too giddy to pay attention. Might be after a 3 martini lunch?

Trying to imagine one person trying to balance that thing with three scoops of dirt in it.
