Is there any way he could have prevented that, other than staying home?

My guess he was unloaded. The truck in the other lane seems to have no problem.

It appears that he tried, as he should have, to steer to the right, to keep the tractor in front of the trailer. You can see the front wheels are turned to the right. But the road was also slick, that was snow blowing across the road, so there very well may have had a glaze of ice also.

Slowing down may have prevented, but then the wind may have just pushed the whole right off to the right.

I'm told, tho, I've never actually seen it, that on the Severn Bridge between England and Wales where the winds can get horrendous, and it's a very high bridge, they have a special double decker bus, the bottom floor, specially reinforced, is loaded with concrete to provide a mobile wind break for caravans going over the bridge.
It has so much concrete in it that it has to start on level ground and once on the bridge must not stop until it gets to the top. I'm guessing that it's got some "super crawler gear" to go down the other side.
You're instructed to park the caravan in a special "layby", the bus will come up along side in the next lane (windward) and you take off with the bus between you and the wind

On I-25 in Colorado (south of Pueblo) last year I counted 8 or 9 tractor-trailers dumped on their sides by high winds in a single windstorm. It pays to heed wind advisories, ESPECIALLY when empty. U.S. Hwy. 87/64 cutting through the N.E. corner of New Mexico, can also be quite treacherously windy. We had an ice storm followed immediately by a wind storm that snapped dozens of power poles along Hwy. 87/64.

I drove for Greyhound for years. I had that happen to me north of Cheyenne Wyoming. Sunny day not a cloud in sight. It just blew my bus off into the ditch. A little snow blowing across the road had frozen a patch. State trooper came by but we could not even get close to each other. We kept getting blown down while walking toward each other. He called a large tow truck for me. No ticket from the Trooper. Those guys see that happen a lot on that highway.
