Heavy Duty Bench Top Tripod for Spotting Scope or Camera.

Light duty table top tripods are nice for the back pack but when I need stability at high magnifications I want a rigid tripod.
I had a good tripod head from an old Vivitar tripod that was removed when I made my Gimbal Tripod Head.
Homemade Gimbal Tripod Head - HomemadeTools.net
All that was needed was an aluminum adapter for the base that would replicate the original Vivitar mount.
Next was the new base. I wanted heavy and used some Hex Brass Stock.
Three holes were drilled using an endmill at about a 5 degree angle. That is for the low position.
Three more holes were drilled at about 15 degrees for the high position.
The brass base is drilled in the center and tapped for 3/8 thread that matches the vivitar tripod head.
Short length of 3/8 all thread to connect all the pieces.
Legs are 1/2" drill rod and have a groove at one end for the locking screws.
    Heavy but no more shake..

Reminds me of some tripod bases I made at school 50 years ago! You might want to add some plastic balls or golf balls as feet to prevent surface marring as I did back then.
