it would be interesting to see the order of operations for making this....
I am figuring the shrapnel is made to a form, then electroplated/ spray soldered to hold it in shape, placed in the sheet metal forms and roll crimped together at the midpoint with the bottom open. The top fuse pocket can already be attached to the top section by that point.
Then the explosive filler is introduced from the bottom opening, and the sheet metal plug (welsh plug?) is added and crimped in place.
the fuse assembly can be manufactured seperately and then threaded in to complete assembly.
that's my thoughts anyway - anyone know how it's done?

Different countries obviously use different methods, but you were close in your thinking only the fragmentation particles at least in one process are mixed in a polymer and spun formed by multi axis rotations.
