I read that both of these aircraft were "removed from service".

So, when that happens, are the aircraft repairable or are they permanently removed from service? Either way, someone made an incredibly costly mistake.

These are 100% repairable. They are Bombardier Aviation RJ900 (Regional Jet 90 seats). Notice the rivet construction. About the only way to kill an aircraft is for major cracks through the wing root, and even then depends on age and rebuild cost.
In this event, the damage was minor, as the wings are very much intact from a structural standpoint.
