using the pressure blaster as a fire suppression tool was a BIG mistake, all it did was push the fuel around the scene and make the problem bigger. There is a reason why you never use water in a fuel fire, and spreading it around is the main reason.
most pressure blasters would introduce entrained air, plus kick the fuel around enough to have the effect of fanning the fire, rather than smothering it.

I think in this case there was considerably more than fumes in there - ie you can see the liquid fuel being pushed around by the water blaster.
I do know people who weld on tanks FULL of diesel, but that is because they control the amount of vapour, and the fuel air mix that results. Too rich is just as safe as too lean in most circumstances, but you've got to really know what you're doing to pull that off.
