Perhaps being a "3rd world player" isn't just geographically restricted - but rather "a state of mind"?

There is a distinct possibility.
3rd world is more "a" than "the", so isn't socially restricted, geographical, hindered by borders or patented.
How is it so many have torches, yet such incidents not as plentiful?

I'm sure there are hundreds if not thousands of these events. They can probably get them because the equipment (torches) is 30 years old... they just don't have the resources for the recordingdevices to capture them for our enjoyment. Maybe in 30 years!
A machinist friend of mine would use a small gas motor and hook a hose to the exhaust of it and put the other end in the tank he was welding, no explosions!

I can see mostly burnt fuel and other emissions keeping unburned gas and vapor from igniting, that's using the ol' noggin.
