    Fly cutting is accurate description, a different tool would be face milling. Positive a hold down bolt in the post stacked on 1-2-3 blocks, NO WAY end clamp would be stable. They've run RPM lower with rather aggressive feed rate from normal fly cutting tuning out chatter. When you hear squeaks or dragging, that signifies a cut isn't happening.
    Doing good job with just one bit. My attempts would pair a leading chamfered bit with a slightly lowered sharp corner.

    I cant stop the video to get a good look but it looks like a type of boring head with the boring bar mounted vertically downward and used as a fly-cutter

    It is actually a boring and facing head. The demonstration takes 'facing' a little too literally.
    The designed use is radial facing, O-ring & snap ring grooves; via built in feed mechanism.
