I don't think the brakes failed as much as there was too much weight transferred to the stabilizer. that steel bar would not offer as much resistance to slippage like the tires would. But it makes me wonder why the tow truck driver wouldn't have placed chalk blocks behind the tires before starting the recovery

chock blocks and setting the parking brake might have helped!

Isn’t it funny (peculiar) that the reaction is to grab hold of the wayward vehicle to try to arrest it. No way that will work but in the heat of the moment logical thinking no longer applies.

Whatever that is on the back of the truck actually lifted the back wheels off the ground as the bed tilted. I was thinking it was some kind of a brace or leveler to keep the truck bed from rocking around on the suspension while he's loading a vehicle, but I don't think he had it set properly. Then, the bed pushed down on it as he operated the tilt mechanism, lifting the truck. Or maybe, that's a wheel lift, and he accidentally operated it while he was moving the bed. But I don't see any controls or anyone operating them.

I am sure that there is a rock behind the wheel. As the truck rolls back it pushes the rock back as well. At the end of the video there is a large scrap mark and the large rock.

I think the scrape mark and the sound you hear as the truck rolls back are from that bar that extends down to the ground from the back of the truck.
