It's almost undoubtedly sea water. Venice is surrounded by the Adriatic; a flash flood of fresh water is almost impossible since it would simply disappear into the Mediterranean without significantly raising sea level.

I'm guessing a storm wave that crested a nearby sea wall or the wake from a speeding vaporetto.

I spent more time watching the people, after the woman stood up and noticed someone looking at her she grabbed her back then every time someone glanced her way she would do it again. the guy in the yellow jump suit threw his hands up in the OMG gesture several times, one of the guys that tried to hold the doors walks over afterwards and climbs up on the counter as if to escape the proverbial mouse in the room. someone started to enter through the double doors then thought better of the idea. later another persons comes in and probably tells the woman to go get herself checked out. Mean while no one is going to get their diner served anytime soon.

Judging by the way they instinctively hold the windows and doors, this is not their first rodeo.

we recently ate at a seafood place in Gilford Ct. that frequently has that problem, judging from the pictures they had framed on their walls there has been times when a storm surge filled the dining area with 5 feet of water. I guess I'll never understand what attracts people to live or have their establishments at or near sea level many are even lower than most docks.
