    I don't see it working on any surface that isn't smooth and hard or once the contained water looses its momentum and begins to rise very high up on the wall.

    That's nowhere close to a real flash flood. Visualize a head high wall of water coming at 30 mph.

    Every time it rains hard here all the local tv stations have to repeatedly tell the CA immigrants to "Turn around. Don't drown." to stop them from driving into moving water. I've seen hundreds of acre-feet of mud in downtown left behind by flash floods before.
    If you can't make it precise make it adjustable.

    The TV stations haven"t figured out the flash floods are a form of immigration population control

    I don't see the typical boulders or trees in that flash flood. Maybe they won't fit through the fire hose.

    I can see that being used to deflect water run off from a fire scene or perhaps a hazardous material spill, but that is not going to stop a real flash flood. 6" of water will knock a person off their feet. That 6 inch of water will just flush those cute plastic things down the river.
