I see nothing wrong with that. The tractor bucket provides a secure base, probably limits any movement better than a ground mounted ladder. The bucket height limits the length needed for the ladder. The chimney has wire bracing. So where is the problem?
As for the chimney being warm, well NZ is near Antartica so the warmth would no doubt be welcome for external workers, apart from that they are inventive Kiwis and do things like that all the time.
