Probably are PCB's there. Probably the only way to extinguish it would be cut the power coming in to it and let it burn itself out. There were some home-grown terrorists who had in mind throwing heavy steel chain into a substation. I wouldn't want to be around when they did that.
That would likely create molten metal splatter over a large distance.
Hydro gen station on the river in the town I worked in had a fire at one of the new very large transformers they had just installed. One of the electricians there told me the foreman in charge of the install didn't bother to move the equipment from the area before they powered it. They think there may have been metal in the oil. It burned 2 big trucks and a pickup to the ground and sent up a column of smoke you could see for 100 miles! Needless to say, that foreman was looking for a job that afternoon...
