    How? No air in the air brakes they lock up! Maybe hydraulic brakes?

    A lot of time there are only spring lock brakes on 1 of the rear axles so loose the air and yes, the brakes lock up but nowhere near the amount of holding force of having functional brakes on all wheels.

    Can't tell from the video but it's possible that the wheels were all locked and the slope of the ramp and the condition of the surface were such that the truck just skidded into the water.

    Likely too heavily loaded and no traction of the front wheels as well as making slowing and stopping on that incline difficult to impossible.
