I rather suspect they're inflated hides, not bloated carcasses.

I suppose we can safely say that these people are definitely not Hindus, and that the Northern India referred to in the caption is present day Pakistan, where cows are not quite as sacred. Note that the person on the right front is actually blowing one up, by mouth, through one of the rear legs, and that the person at the rear is carrying one on his back, so it is not too heavy. (You are forgiven if at first glance you see a Polar Bear standing behind him).

Nice catch Moby! I did see the Polar bear thing but missed the inflator guy! Pretty impressive to keep them sealed well back in the mid 1800's is my guess based on the CDV photo. Probably used a combo of sinew and wax (my guess). Interesting format only used for a decade or so back then and replaced with the Cabinet Cards.
Thought the same thing about not being Hindus and modern day Pakistan.
