    It's my understanding that many substances when ground to a very fine powder reacts in a similar fashion if the moisture content is at or very near zero.
    Or it will until enough time has passed to allow it to begin to absorb the moisture it may not expel the layer coated in liquid like the cocoa in the spoon did but close.
