What's with the weird pixelation? Did they hire the same guy who does the editing for all those Japanese videos?

Makes me wonder if they are not blocking out the serial numbers or brand name of the bit being sharpened.
At 0.36 in full screen stop action you can just make out a couple numbers on the side of the bit then by 0.38 the area is pixeled out
