This looks to be simply a shaft with a flat to locate a grub screw for an operating knob or handle. Alternatively, it could be for a knob with the corresponding hole and flat for setting the orientation of the switch/dial etc. If it is a bolt it is a case of removing it getting a new bolt and filing/machining the flat in the correct position. I would be very surprised if you could buy one. What is it on/operating?
    Hope this helps.

Actually its much less complex than you think it is, I want to connect some sort of handle to it, something similar to this: https://agenaastro.com/agena-flexibl...andle-9-5.html

Should fit direct to the shaft just need to make sure that the shaft and bore of handle are the same diameter and the lock screw fits on the flat of the shaft.

If I had to guess, its a shaft element to permit attachment of a flexible shaft (with a knob at the far end) to control movement of a telescope tube (or some kind of alti-azimuth or rotary mounting system). I don't recall it has a specific name but the protruding part is simply half-round shaft section to allow for a really solid connection to a flexible shaft that is secured by a thumb screw.

How about, 'declination slow motion control shaft' ?
edit: The end inside the case will be a worm screw.

Well to start with, the protruding D shape is not a bolt. It is, as others have already mentioned, some sort of shaft for a rotary control. And the other part with the screwdriver slots is meant to be held with one of these

whilst turning the nut that secures it in place. And that is not a bolt either.

if you don't have the specific slotted screwdriver as shown by Phil. Just use a pair of needle nose pliers.
