    I'm guessing that's old cable they're removing?

If that is South Africa, it is cables being stolen.

Is it the tug line? Fiber optic tubing gets pressurized with compressed air, there is a 'piston' on one end...but the line is flat white webbing.
Be surprised it would trail out that smoothly otherwise.

The exhaust pressure from a shop vac will send a line with a 1/2" nut tied on the end 500 feet through a 1 1/2" conduit with enough velocity to travel an additional 200 feet
