back when cars actually had bumpers the tire would be unnecessary.
Many police vehicles have push bars on the front of their units for just such an situation.
These guys are just trying to get off the highway the best they can but if a patrol happens to see them they will undoubtedly be cited

I learned the hard way to never take someone's word for it if the breaks work. Also learned to chain the vehicles together. Long embarrassing story short, the vehicle that was going for scrap was stopped by the blocker-bar on the front of the trailer after having been pushed and taking off down the hill, yup the breaks did not work as my friend "thought" they did. We could laugh about it in an embarrassed nervous way but I almost had a full size bronco in the back of my truck. Always check for your self when it comes to safety. Oh yeah, the tire between the two Broncos did the trick, good Bronco, not a scratch, minus the fingernail marks in the steering wheel.

A little too much of a bump and the airbags will pop!
That would be a fun video to watch, but scary as heck for the pusher.

If they live out in the country for their own safety, the first thing a person should have done after purchasing a vehicle that has air bags is to have them removed
