I'm sure many have done this, cut the tapered starting threads off of a worn or broken tap to make a plug or bottoming tap out of it.
But a brand new tap? I bought a 3 tap set of 9/16" 18 taps which was supposed to have been starting, plug and bottoming when hte set came in there were 2 starting and a plug, but for what I was doing I needed a bottoming tap.
