As a former bee keeper (hobbyist) I can not understand why the boxes are cross stacked on the truck, unless they are feeding nearby colonies. However, this practice will encourage the hives to rob from each other once the source is depleted. Generally considered to be a bad practice to feed in this manner.
IF they are removing supers full of honey, this is also a bad way to do it. You smoke or fume the bees out and stack the boxes so they can be made bee tight for the trip to the extracting house. The idea is to "swipe" the honey with as little disturbance to the colony as possible.
There must be more to this story...
