The noise would get old if you were packaging stuff all day, and if you weren't, you wouldn't have an automatic dispenser.

Lots of small assembly tasks call for short, uniform strips of tape.

I worked at a small company that made custom transformers and other wound magnetic components. Most of the coils were wound on manual winding machines (think of a lathe spindle with a pedal operated motor, wire was guided by hand onto a spinning coil form by the operators) and numerous short strips of tape used to secure the wire and insulating paper in place as the coil was wound. Automated dispensers like this were not common then (this was the mid 1980s) but would have been really useful for the coil winders.

I hadn't thought of using the small strips of tape in that way. most motor coils I have stripped out were string tied not sure I have ever torn into one that was taped.

A similar machine is also used to dispense Kapton tape for masking critical areas on Printed Circuit Boards to keep out wave flow solder. Our factory in Shanghai had a similar machine that would dispense tape like that.
Kapton tape is a special tape that's high temperature for PCB operations, and is difficult to cut, so this type of machine is helpful. I believe the machine in our factory had a feature for adjusting the length of the tape that was dispensed. It's likely that the one shown can also be adjusted.
