They did not have the safety line far enough up stream once the rider was past mid stream the angle was not great enough to afford much help.
First responders and rescuers use this tactic all the time to get across swollen fast moving bodies of water.
once we were tubing down the Verdie where it joins with the Salt in Arizona. most of the time everyone would exit before the short series of falls and rapids but during the course of the 20 mile tube ride the Verdie rose several feet due to a flash flood farter up stream, making the journey more difficult. about 100 tubers bailed long before the verge but this one older couple )Well older to us since we were teenagers at the time) Lets just say the man's silver was beginning to show in streaks. Anyway they got caught out way on the other side in what once was dry land was now an island of diminishing stature they managed to snag onto a tree and anchor themselves. The safety guides quickly laced many lengths of rope together a couple 100 yards up stream then one very brave guide attempted to row a 4 man inflatable across to the other side and down stream to the couple but the current was way too much for 1 man even 2 men could not manage the current so they got 3 in the inflatable and made it to the other side then with the aid of a snatch block and an anchor point over there they managed to get down to the couple lashed the rental tube to the boat. All of us kids helped to haul on the belay line and the secondary safety line until the rescue team reached the anchor point on the opposite shore. Once the line was cleared from the anchor point they just drifted to our side. Everyone scrambled to get our gear up the side of the hill as the water was still rising at an alarming rate, but all tubers and guides were safe.
