    In Newfoundland there used to be a law that said you paid reduced property tax until construction was finished on your house. A super common tax scam was to install a door way off in space somewhere and say your house is incomplete because it's missing a deck or balcony. If you ever go to Newfoundland you'll still see TONS of houses with an unusable door. These are referred to as "mother-in-law doors" by the locals.

    I think Mexico has the same law about unfinished buildings. I've seen a few with rebar coming out on top of an otherwise finished building.
