Very lightweight and spindly.. almost like it's supposed to sit beside a bench for a jeweller, or similar "lighter" trade, rather than blacksmithing

Absolutely that's some sort of jewelers or instrument makers tool. I wonder how many of these lavishly decorated tools were made by the owners as an advertisement of their skills, like the fabled Henry Studley tool chest

Bruce, some of them were apprentice or journeyman pieces, qualifying the maker as master craftsman. This is still practised among French carpenters.
