    While not expecting to use this for metalwork, the anvil’s hardy hole seems a convenient location, although it would be better if the clamp jaws were about chest height. The peg in the hardy hole is quite a snug fit and extends to the anvil’s base, but it now needs an oldster plate there to stop it waggling about. The hardy hole is not perpendicular to the anvil’s face.
    This is made from a mahogany table leg, from which the reeding was turned away, hence the shape. It would have been a much easier project if the hole for the clamp had been bored before any other work was done, and also a sharper blade in the bandsaw. (The cut was supported on a V-cradle, of course, but it did wander rather.)

    Silly to make something if I don’t know the answer, but I intend to use it to hold small components for filing or sawing. I believe jewellers use a similar tool and so do leather workers, for stitching. Clearly there may be other applications. Hopefully others can provide pictures of similar items

    At first I had the same question - what are they?

    with a screw, rather than wedge, closing arrangement similar to yours. Note that the opposite end expands as the screw clamps down on something at the pinch end. This allows it to expand inside a ring so the whole outer circumference is exposed for polishing.
